Sandra Torres joined the Office of General Counsel in 2022 as the university’s Senior Counsel and Chief Advisor – Global. In this role, Sandra supports the university’s global mission and expanding network as well as strategically advises on a broad array of institutional matters. Sandra oversees the global/immigration team in the OGC and partners with leaders across divisions – including the Global Campus Network, Office of Global Services, Global Experience Office, Global Safety Office, Enrollment Management, Office of the Provost, Student Affairs, Registrar’s Office, College/Campus Deans, Human Resources, Finance/Tax, External Affairs/Federal Relations – to advise the university in areas such as international students, visiting international scholars, immigration laws and regulatory compliance, global mobility and international hiring/employment, and international programs and partnerships.
Prior to joining Northeastern, Sandra served for nearly decade as Associate Counsel for International and Immigration at the University of Massachusetts where she led efforts to harmonize immigration protocols and worked with numerous campus partners to promote international initiatives across the university system. Previously, Sandra was Senior Corporate Counsel at Novell Inc. where she managed immigration across 3 continents and oversaw the HR global mobility program and employment litigation in Europe & Latin American. Before entering the legal profession, she worked for the United Nations in Geneva Switzerland on projects related to women’s employment and children’s rights.
Sandra holds dual bachelor’s degrees in Political Science and Sociology from the University of North Carolina – Chapel Hill, a master’s degree in International Relations from the Graduate Institute of International Relations & Development Studies in Geneva Switzerland, and a J.D. from New England School of Law – Boston. Sandra has presented at numerous professional conferences including the National Association of College and University Attorneys (NACUA), the American Immigration Lawyers Association (AILA), the National Association of International Educators (NAFSA) and the Boston Bar Association (BBA). She is a member of the bar in Massachusetts.
